Yordanos Sebsibe Delelegn is a program and product management leader with more than a decade of experience building national-scale digital health systems in Ethiopia. From the Electronic Regulatory Information System that digitized the country’s medicines regulation, to real-time vaccine safety monitoring during the COVID-19 campaign, her work sits at the intersection of government, donors, and engineering teams. She currently advises the Ethiopian Food and Drug Authority as Program Manager under a Gates Foundation–supported grant.

eRIS — Electronic Regulatory Information System

Replaced EFDA’s manual licensing, registration, inspection, and import-permit processes with a single digital regulatory platform.

Problem

EFDA faced inefficiencies and delays across licensing, inspection, registration, and import permits; limited transparency and real-time tracking; difficult workforce management; poor interoperability across systems; and inadequate product traceability.

What Yordanos did

Defined scope through stakeholder consultations and detailed project planning; oversaw design and development of the eRIS modules (i-License, i-Inspect, i-Register, i-Import, i-Clearance, i-Verify); led change management and role-based training across EFDA departments; facilitated integration with the Electronic Single Window (eSW) and Ethiopian Pharmaceutical Supply Service (EPSS); and ran risk management, monitoring and evaluation, and continuous-improvement loops with users.

Result

Faster processing, enhanced transparency, improved data quality through EPSS integration and GS1 barcode standards, end-to-end traceability, and comprehensive reporting for decision-making.

AEFI — Adverse Events Following Immunization Reporting

Real-time vaccine safety monitoring for Ethiopia’s COVID-19 vaccination campaign, across mobile, web, and Telegram.

Problem

Manual data collection made adverse-event monitoring slow and error-prone. Health workers struggled to report promptly, and regulators lacked real-time data to assess vaccine safety — a genuine public health risk during a rapid rollout.

What Yordanos did

Gathered requirements with stakeholders; oversaw system architecture and user-friendly interface design; managed agile development with regular sprints; ran unit, integration, and user acceptance testing; coordinated migration of manually collected data; trained health workers and set up a helpdesk; deployed across mobile, web, and Telegram; and configured real-time dashboards and alerts for EFDA.

Result

Markedly faster, more accurate adverse-event reporting, with comprehensive real-time data supporting EFDA’s tracking of vaccine safety and effectiveness.

Product information was fragmented across platforms, entered manually, and synced through cumbersome processes — leaving stakeholders without timely, standardized data.

What Yordanos did

Engaged EFDA, USAID, and JSI stakeholders to define scope; managed customization of the NPC to the Ethiopian context on GS1 global standards; integrated it with eRIS and PDS with automated API-based syncing; led data migration with a middleware layer to reconcile catalog structures; and ran full testing through user acceptance.

RAS — Rapid Alerting System

A web platform for rapid detection, reporting, and public communication of food and pharmaceutical safety incidents.

  • Built in six languages — English, Amharic, Afaan Oromo, Tigrigna, Somali, and Afar — for inclusive access.
  • Opened a standardized public channel for reporting and publishing safety incidents.

Problem

Incident reporting was slow, communication channels were inconsistent, the public had few ways to report threats, and EFDA struggled to manage and analyze incident data.

What Yordanos did

Ran stakeholder workshops across government, industry, and the public; oversaw a scalable multilingual architecture integrated with EFDA Directory Services; managed development of an accessible public alert form, an inspector review-and-publish workflow with legal-case handling, and a public incident registry; and led pilot testing, training, and helpdesk support.
